Cheap university?

I am looking at colleges for elementary education. It seems as though every affordable college is one where the avg GPA is like C avg, and i have a b+ or a avg. Does is matter what college you go to for my major? if so, are there any better affordable universities i havent seen? (UMaine Farmington, UVM, Plymouth State)
