Why when i play Touhou 06 Embodiment of Scarlet Devil and then when i push fullscreen it starts moving fast!!?

When i click full screen, the hole game starts moving hyper fast. Is that normal? Is there a way to slow it down? And where can i get Touhou 12 Undefined Fantastic Object?
